Special Notes on Windows 2000 DC environments:
- Auditing agents support auditing for Windows 2000 or higher DCs
- Recovery requires at least one Windows2003 SP1 or higher DC on the domain

The Group Policy Management Console is included in the Remote Server Administration Tools package: download link
Click Programs and Features in Control Panel, click Turn Windows features on or off, expand Remote Server Administration Tools, expand Feature Administration Tools, and then select the check box for Group Policy Management Tools.
Windows Server 2008 and Windows Server 2008 R2 Notes
The Group Policy Management Console, once installed, must be enabled through the Server Manager's Add Features Wizard. You can launch the Add Features Wizard through Control Panel → Programs and Features → Turn Windows features on or off. Alternatively, from the command line, use ServerManagerCmd–install GPMC.
